During the 1930s, there were mixed sentiments as to whether or not Hoover would run for President in the election of 1932.  Once Congress had moved from Republican to Democrat lead majority in 1930, Hoover continually expressed his sentiment that “the worst is over.”  Hoover held on to the idea of the “Returning Prosperity in 1932.”
